Not really a huge issue since you probably didn't have housing there during construction due to having to place your manufacturing facilities there anyway. Like leaving out Hunter's Huts in On The Edge was likely intended and not an oversight, because if you could make your own food the whole thing with New London holding your food shipments hostage and finding Hot Springs is just sort of a non-issue. You start other scenarios depending on the generator from Day 1. Your entire population can fit inside tents in the inner ring. It's a completely different dynamic from finishing the Generator Day after teching up and gathering a population in the hundreds, then researching a tech to plop down Steam Hubs to warm your already large developed colony, which unless you did a whole lot of things horribly wrong is not going to fit in the inner ring of your generator regardless. Is that so hard to understand? Same as yours? So I see both sides on this. The range upgrades are fun to create a cool looking city, but not ideal. That being said, I understand what Wombat is saying about the generator being useless, because, when you complete it, it is useless. You need to research new tech such as the steam hub or range upgrade to make it useful. So after spending weeks and weeks surviving the cold working towards your goal of building the generator you complete it, turn it on and Ok, what a lame anti climax. Whether its intentional or not, I'd argue its poorly designed as it can give the player the feeling I describe above, which is how I felt when I completed a generator in Builders and how Wombat seems to have felt. Its also counter to what you have come to expect elsewhere, I had kept med posts in the first ring in preparation for the generator to be on. I don't think its comparable to hunters huts being missing from OTE as that is specifically explained unlike the Generator range. That being said I also don't think its a bug as it would indicate an unused 0 setting for the generators where they are on but don't heat the first ring. Thats possible and its possible they made a mistake and started at 0 instead of 1 in builders making each ring too low, but my guess is on simple poor design decision. These guys have goofed on a few of those things more lately. All in all, the best sentiment to take from this is, it won't get fixed regardless, hell who knows if we even get a patch to fix the crashes, outpost bugs and achievement bugs at this rate, let alone issues that have been around for a year I think. It also doesnt matter so much if its intended or not, I agree it leaves a bad feeling, but it is what it is. I was also surprised, but then I just figured that since you were not working in ideal conditions and largely making it up as you go with scavenged plans, even with the best outcome possible there's going to be at least one flaw in the generator. Welp, that's Frostpunk, get over your disappointment, dust yourself off, and get back to surviving one day at a time. Its a frustrating game mechanic for some players in the way I explained, but its also not worth getting upset over. So lets agree its not the best thing and we can make up head cannon to explain it or rationalise it as dev intended for balance or think its just sloppiness and oversight. I even gave a theory as to why it might even happen with the, before unused, 0 value of heater range and a mistake of starting at 0 instead of 1. We've all been there when a thread kinda irks you and I was hoping to find a middle ground as I don't think anyone is really wrong here in any of their takes. Shining Hector's head cannon or amordrons assertion that its balance are both pure speculation on their part, whilst it could have been better had they worded it as such rather than it being the way it is I think its all speculation and we should treat it as such, with a pinch of salt but not saltiness :p.
