You can't all of a sudden just craft certain armor without knowing how to or learning a perk, etc. That would give an unfair advantage. Things become available as you progress. I'm not familiar with Vortex I use MO2, but if you haven't got your mods enabled in the plugin section of your mod manager they won't show up in the game. In other words, you can have plugin's installed but if their not enabled then you won't see them in use. In MO2, there is two spots you can look at for enabling mods. One area is for installing, the other is for enabling. Check in Vortex for similar. Other than that I don't know what else to suggest, other than maybe trying MO2 instead. This is a known bug.
