Run the Rockstar Games Launcher and update it to the latest version. Sign in to the Rockstar Games Launcher. Update GTAV to the latest version. Launch GTAV via the Rockstar Games Launcher while online. If you have no internet connection, open steam in offline mode. I have signed in online and then once I do that one time it will allow me to sign in an offline mode because it I've already signed in online and verified my game. BUT there are certain mode that I will apply and then next time I start the game I have to sign in online again. It will not allow me to sign in offline because it doesn't seem to think I've done that already. Of course if I sign in online again it updates and then non of my mods work.
