Additionally grabbing the Economy Scanner and building it can help as S class upgrades are more often found in wealthy systems. When buying general tech in the first section you will need to purchase something for new stuff to show up. You will want everything in the first category of the vendors anyways but you can prioritize some what in the main modules. Went to the first Atlas and there I found the S-scanner type.
