Well when I search the workshop by typing "Skyrim Special Edition" I got a bunch of things showing up for me, I did not see anything saying "Denied Access" or something like that. I my self prefer the Nexus mods though over the Steam Workshop mods. So I am not sure why you think you can't get access to the workshop.
