It sounds like the commands for the spell are lagging for some reason, and i can only imagine it is a mod conflict, or a load order problem. Unfortunately, the more mods you have, the more impossible it is to figure out what mod could be conflicting. So maybe just try moving the cheat room mod to a different spot in your load order.
