The only thing it does is allow you to use the mining upgrade module, it doesn't actually reduce the cpu usage like it says it should. Hopefully this is something that will be fixed in the next patch and by training the skill you can get two upgrades to fit. And yes, they are worth the slot I had to give up my tech 2 shield booster and put a named tech 1, and I have less cargo space, but the covetor gets a base unit per cycle that is 40 over what it gets without one.
